In Manila government map office has plenty of detailed maps of all the Philippines. There is a download option on the website. I have been to the Manila office near chinatown they were very helpful and value for money. You sometimes also find the map you want is not in stock.
Note I have been to one of the regional offices San Fernando and they seemed to only have maps of the local region. Manila had the whole of the philippines.
