Likely issued in conjunction with a fundraising effort to rebuild the Masonic temple destroyed by fire. If holed as made, it may be the suspension medal, or "drop," from a souvenir badge. Medals struck from metal reclaimed from historic buildings, vessels, cannons, etc. are sometimes referred to as "relic medals." Here's a link to a recent related article:

It says it was struck from copper made from the ruins of the original Bay City, MI temple that was dedicated on May 10, 1888 and destroyed by fire on May 19, 1903. That's a nice relic to a collector of masonic memorbilia.
