Military Early Flat Button?

I found this cuff sized flat button today in Virginia. I can't make out the back mark, but it looks early. Is it military, or just a fancy civilian button? Thanks for your help.

I just cleaned the back a little better, and it looks like it says best quality.

It's just my opinion but I don't think your button is American military.

A while back I found this explanation for buttons with 7 Stars - said to be "Coming of Age" buttons -

Very cool, and I would say early 1800s, maybe a little earlier.
