Military Medal, Anyone seen one like this?

I found this at a site that dates back to the mid 1700's. It's been continuously occupied since then though, so most of what I found were wheat pennies and the occasional 1800's brass flat button. This oddball was about 6" down.

The base material is copper and it looks like there was a separate piece that was attached in the center. I combed the area but wasn't able to find anything that looked like it belonged there. There's no writing on either side, but the loop where the ribbon attached has small five-pointed stars. Does anyone have idea on what the medal is for?
 
This isn't the medal, obviously, but it's a similar form to what got me thinking this is what would be left long after the ribbon decayed from a military medal.

one thing it is not, is a medal. it reminds me of part of a Victorian era garter buckle, but I can't find any pictures of examples
