Military pin?

I found this about 5 inches down in my sister-in-laws front yard. It looks to be an old pin type insignia or something similar. The eagle is sterling, the gold base is plated. Anybody know more about it? This is the first non coin item that I have found that has some sort of value and I am really curious as to its history. Sorry about the poor pic quality. Thanks for looking.

Looks like a Coast Guard pin to me, although I think some of the Naval Officer stuff looks like that too
