Found this in an old layer. Interesting military marks maybe. Would love some info thanks Thin metal to be a ring maybe a tie slide?

I believe this is a band from tobacco pipe. Wlliam Demuth & Company maker. The metal is likely nickle and not silver.
Pseudo marks features American type symbols with an anchor first leaning on an angle (in an octagon) , second is a star (in a circle), and the third a bald eagle like the one on the American seal (in an octagon).
