Definitely not a perfectly centered struck dime. I've seen a few coins off centered in circulation before, but yours is a little more extreme. Not sure what it's worth, being a one off type of error. Just research off centered coins. You'll see some real doozies in missing the center.

Very slightly off center worth about 10 cents.. It's actually much more common than you would think. 2000 Off Center Lincoln Cent 25 K 8 Nice BU Error 1910 | eBay

Is the reverse normal or off center? If the reverse is normal it is from misaligned dies, if the reverse is off center then it is an off center strike.
