My finds today and i need confirmation on something

This is what i found today but im not sure what the circular disc is so if anyone knows plz let me know.But it says Jeffersonton,VA is on the front and on the back it says W.E Hackley and 59 on the back. The other piece is a bird's anklet which is pretty cool.Thank you in advance. :icon_cyclops_ani:

Some of the Hackleys were carpenters - this looks like something that would fasten a saw blade into the handle - maybe W.E Hackley made carpentry tools?
