I posted this item on the "What is it?" Forum but have not received much feedback. The half dollar is for size reference. Could it be a sheath or scabbard for a tool or weapon? Could it be a handle for a tool or weapon?I believe it is Japanese and over 100 years old. It could also be Korean. This item is not broken.
