I'd bet there was a cameo affixed to it originally. As to how it was used, I can't tell if there was a clasp on the back, or if it was linked with other ones like it for a bracelet, or just as a pendant... I don't known jewelry well enough to know which was more likely.

looks like a brooch, or possibly an accent pin for a woman's hat. I've found a near identical one that had an amber colored glass stone in the center. I found it in a yard of a house where practically all finds dated from the 20's to the 40's.
