MYSTERY SYMBOLS... old enamel STICKPIN... Any help appreciated!

This one has had me stumped for years and every few years I find it again in my junk and try to research it without any luck... maybe these are very technical symbols and some one will recognize what this stickpin is all about... " P R ".... and notice the pin itself is in the shape of an "H"... I have chased down every idea my mind can think of but I don't want to spell them all out for fear I might taint your own fresh thinking... Any help appreciated! (no markings whatsoever on backside)
