Name of the artist? ______ Houston - Nice Painting ..

I found this painting on estate sales but I could not find the artist name. It's kind messed up on the bottom (was stored in basement by last owners). Please let me know if you know anything about this painting. It's written Houston on the bottom. Nothing on the back.

I can't find the artist, but I'm pretty sure the drawing is a depiction of Michael Stipe, lead singer for the band R.E.M. Here is a photograph, notice he is wearing a star shirt also:
