necklance piece?

Found this over the summer along with a crotal bell. It looks to be brass it is solid but no sure what it is. If it was an ornament for a necklace the attachment for a necklace should be turn 90 degrees from where it is now... I'm just bored it's raining and going threw some of my finds I wasnt sure of

no dont think it would be a fishing lure of type. looks just like HuntH2002 picture..i did find in a creek in N AL... thanks all for all the help
