Need advice on my coin.

I am new to this site but you were recommended. I have been trying to find out info on one of the coins my great grandfather left me. I am trying to find out it's value to insure it with the rest of my vast coin collection from all over the world.
This particular coin appears to be gold, I've been told it's either troy ot bullion.It's date s 1915 and has branched leaves possibly oak encircling the number 10.On the reverse side it had this magnificant two headed eagle with a large shield on it's chest and a crown above their heads.It holds a sword in one talon and a wierd crown with something sticking out of it.
I have already checked german and austrian coins of 1915 and they're not similar to the markings i have.My coin doesn't specify a place or mint to prove it's origins.The coin is roughly the size of a dime and is in excellent condition.The photo's I have scanned are not the best.I find greying the images helped to bring out the features of the coin better.Take a look perhaps you have seen one of these.One collector from britian said he saw one like mine many years ago and that they're scarce.I don't know what to believe anymore.

Well it might be Russian judging from the scepter and orb the eagle is holding (the german one doesn't have one and usually only the imperal russian eagle does) but the double headed eagle was an old symbol Austria used.
