Need help dating S.C. Palmetto button backmark

Found a South Carolina two piece palmetto button after an old structure had been moved.
The backmark reads, "WM. C. Rowland Phila.
I can't find that backmark in any list so far. I suspect it is late 19th-early 20th century.
Can anyone give a date range of when this mfg. was making this button.
I had copied a page years ago of I think the Albert book where it list the button and gives it a rating
of RV1. How does that scale work?

William C. Rowland, Philadelphia, 1024 Race St. Military dealer from 1909-at least 1935. This is from the book "American Military Button Makers and Dealers; Their Backmarks and Dates" by William F. McGuinn and Bruce S. Bazelon.
As for the RV or relative value the lower the number the less relative value.
