🔎 UNIDENTIFIED Need help for unknown wood & metal part...

Hi fellow TNETers.
Out on a walk last week near my hometown's seaside, I found this old part of something lying under some bushes. It consists of a wooden hollow cylindrical part with a larger cylindrical part at one end and an iron rod with another wooden piece, kind of like a handle. The end of the wooden cylindrical part has a wide groove around it and a metal square plate, probably brass, held inplace with two nails, with a hole where the iron rod comes out. On the other end there are two slim nails hammered in. The ''handle'' has grooves and protrusions on both ends that look like something else was attached there and the iron rod ends with a short hollow part and a brass(?) washer under which there's a small hole that connects to the open end atop.
I thought maybe this could be part of an old lamp maybe? But that is more of a hunch than a serious theory, I have no idea what this thing could be.
The ruler in the picture is in centimeters.

Any suggestions will be appreciated.

Bottom flat section looks like a mixing paddle. Kitchen related maybe.

...it reminds me of of a flyer unit off of a spinning wheel, or what is left of one....
