Need help identifying/date pocket knife

Found this pocket knife today a few inches down. I couldn't see any detail till I gave it a rinse. The handles are made of some type of stone. Almost looks like slate. The bottom picture has pennies for size comparison.

Seems like it's small, my guess in a gentleman's knife, possibly for cutting cigars etc.
