Need help identifying! Please help!!!

I belive this is some type of buckle. I found it at a Civil War campsite a few feet away from a .69 Caliber Minie ball. Can anybody tell me what this is

For a belt or strap, but not the buckle, rather the adjuster to take up slack. Maybe off of suspenders, but could be nearly any strap or belt of that size.
