Need help identifying this button!

Quite rusty. But it has some gold gilding and what seems to be an anchor in the center. Maybe military? Any help would be appreciated.

Please tell us about the conditions on where you found this button.

I'm thinking it's possibly saddle or leather decoration of some kind due to it's crude construction.
To me, it almost looks 'European' in design, possibly Spanish or French... I don't see military.
Date wise, I'm thinking late 19th - early 20thc.
