Looks like an oriental maker mark impressed into the rim......

I believe it's Japanese cloisonne over solid silver. I can't remember the name of the maker of that mark in the center, but I believe a piece by the same marker with that mark was featured on Antiques Roadshow once. Search Japanese cloisonne makers. I've only done a little looking and see it'll take more time then I want put in to looking. I will say it's a quality piece from what I see in a picture.
