Need help identifying this

I found this in a river in Weatherford Texas today I think it's a bullet but I could be wrong since I've never seen one like it. I appreciate any help you can give me

Hmm maybe but the lipstick in it is petrified

Your pictures leave a lot to be desired. Looks like it might be an early inside primed cartridge.
I can't see it good enough to be sure.
