Need Help ID'n a Bell

I found this bell this weekend. Took me 15 minutes to get it out of the ground as it was pretty deep and surrounded by iron. I can't find out a whole lot on it. It has a maker mark, I think on the bottom , but I can't get it on a picture. The top has OCTS24768 or OCS24768 can't tell to well. Also, I've found a C and J or V on the bottom, and a heart - can't see in pictures to well. Still has the ball in it. I was thrilled to find it just can't find anything on the type or what the letters and numbers mean. Any help would be greatly appreciated. Thanks for looking. HH!

Sleigh bell.

This auction site says... patented dates on each bell, and it's tough to read, but it looks like it reads PAT OCT24768-May 14 78. I'm not sure if that makes sense, but that is how they're inscribed.

Thank you both very much. I'll green check this one, might look into getting it restored, found a company that does them. Would be nice to add to my christmas decorations. Thanks again for the response.
