Found this today on a tore up street, it has the letters VCP across a anchor, has some weight to it and also some thickness. Any clues?
need help, never seen this before?

Wow..... that was quick. Thanks for the answer. This thing was down atleast 7 inches plus a layer of atleast 4-5 inches top soil that was removed, crazy. Wonder how old it could be.
