Need help to identify ring - image of man wearing turban

I found this ring at a flea market. I was fascinated with it. I have never seen anything like it before. But I can't find any information on it.

I can't figure out what that is on the shoulder or the ring. I tried some google image searches and didn't have much luck other than a few similar ones popped up searching 'antique genie ring'. My opinion is that it is just supposed to represent a genie and is worn for 'good luck'
