Need help to identify this ring I found

Found this ring last year at Myrtle Beach,SC. Only markings are on attached photo. Does anyone recognize these marks and can tell me what king of metal it is?

Looks like a titanium spinner ring. Does the outside spin?

I'm in SC and go to myrtle beach a lot. I've never thought about detecting it since my Ace 350 doesn't like the salt. I know where I'm going when I upgrade! Cool finds
