Need help with an Anchor Button

Found this button, cannot find any picture that looks "just" like it. Wings are not the same as other pictures found. It a shame the back is destroyed. A few friends have researched in button books without success. Thanks for any help.

I'm guessing with that steel-back, it will turn out to be an early 20th C civvy button in a patriotic/military style.
