From construction. The bend over tabs. Probably 1930's +.
As to what it is. Buckle for some type of military strapping. WW-2 time period?

I think its a buckle protector or guard. Period as above.

Horse buckle protector is right Crusader.

To keep the horses hair from being stuck in the buckle.

"Harness buckle shield" is the correct term.  The two-piece construction of yours probably puts it later than Civil War Era--probably Victorian or early 20th C. It is old though, and it is a good find.
