Need help with ID

Found this the other day and not sure what it is. Couple of friends said it might be an old dime. Here it is, if you have any ideas please let me know. It is in bad shape but not sure what to use on it to clean it more. The side of the item im showing you is the only side with any markings that are visible. Thanks in advance.

Enhanced, there's clearly a scroll device at what I take to be the bottom. Maybe one of the thousands of different Civil War era store or sutler tokens that had to stand in for official coins when metal coins were withdrawn.
