Need help with Naval history

Was told this is a naval officers hat badge, anyone have an idea how old. My Brother in law is a captain in the navy and all he could say is "wow, that is old"

I was searching for a while and agree with wwii. The eagle and shied part were sterling silver though on the ones I seen. Good find!

Think the Eagle is sterling. Soil is saturated with salt as its prone to flood. Found three silver coins the same day that we extremely corroded as well
