need help with old watch fob

I found this a few months ago on a permission site where two houses were recently tore down. The front says, One Flag One Country. The schrolls on either side are different from each other and join at the top. I am giving this to the owner because the house was built by his grandfather. Thanks in advance for any help.

I dug one just like it at an old Ice Cream shop on Statesville Rd. I sent a pic to a watch fob collectors site but they did not reply. Good Luck.
