It truly looks very much like a "sickle & Hammer" in the middle of that marking. It may be from some period in Russian history!

The majority of samovars were produced in Tula, Russia, but in 1919, all samovar factories were nationalized, many of them stopped their existence completely.

I have sold many of these at estate sales I have held. Very hard to identify maker. Have only identified one thus far and that particular set sold for 1200.00.
