It truly looks very much like a "sickle & Hammer" in the middle of that marking. It may be from some period in Russian history!

here is one on bay, and the maker is on the base, just thought i think that is the makers name i dont read russian

The majority of samovars were produced in Tula, Russia, but in 1919, all samovar factories were nationalized, many of them stopped their existence completely.

I'm not 100% on the make but my scrapers eye says it looks like it has both copper and brass on it.

I have sold many of these at estate sales I have held. Very hard to identify maker. Have only identified one thus far and that particular set sold for 1200.00.
