I thought that is exactly what it is - but, I have a question - I've never seen one with that weird thing at the end of the handle - what would that have looked like (and why) if it wasn't broken off? Also, how would the point of the other end attach to the scoop?

We need to see the other side. Looks like you have it upside down. Possibly a small break lever with the foot or hand pad. It looks like a ¼" rod extended totally through it to hold the mechanism.

If you look carefully, you can see this device really looks like a man standing on his one foot.

It looks like a speed control with the notches making the ¼ turn adjustment - straight across I think would be closed or off. Could be water, gas, kerosene or ? Is the other side a broken shaft?

Thumb lever is quite likely marked Gilchrist: vintage wooden handle ice cream scoop - Google Search
The pointy part is where the rod that holds the handle on broke.
