Looks like a possible Lamination error, but hard to tell in that condition

from the date over to the left where the jagged points are - it is recessed lower than the rest of the coin. the date is not scratched off, just not very detailed.
does that type of error make the coin worth more?
i know this coin is not in good condition, and would not expect any more in value from it.
