I think your backmark reads"Scovill Mf'g Co. Waterbury" That backmark with just the inner ring of dots dates 1860-1870. I haven't found a match yet.

Was it found any where near Jacksonville?

If so, here's my guess: Illinois State Hospital for the Insane.
Closed in 2012, and had several other names over the years.

No idea why they'd choose an anchor.
Maybe from a security uniform, or from the band?

Could it be that the "o" is not an o but the eye of the anchor?

Assuming this, it would read I-S_H_I, with IS maybe international shipping which makes sense given the nautical theme?

I have however not found any reference for a HI shipping line...
