Need info on Civil War Button.

So a while back I found this button, http://www.relicman.com/buttons/imagebutton/B7048A.JPG it is a Federal Officer Staff button, made by "Horstman & Allein". Now my question what exactly is a federal officer staff? And what did his duties consist of? I searched all over but can not find anything on a Federal Officer and what they did. What they looked like etc..

I found this in Mount Holly NC and basically I am trying to put together a story and figure out maybe what regiment walked that way pretty much what happened.

If anyone could give me solid info on who exactly had this button on there coat and what there part was in the civil war it would be much appreciated!
 

"Federal", in Civil War context, probably just means the Union or Federal forces. (Federal as in federal government). High ranking officers like generals will have a staff to assist them in performing their duties.
