hey there..the the round thing looks like a part from a transit...notice the indicator.. and the knob with thumb screw to lock it into place.
just a guess...
HH...OWG....

Ohiowhite guy, that seems like you might be on to something with the transit. My first thought was something from a compass, like you said you can set it then lock it. Thanks

The guy with the bowtie may be a love token spinner, the other side would have a female and when spun would look like the are kissing? I found a I LOVE YOU one this summer, they were worn as a necklace

Thank you for your input. I think the spinner might be it. I need to do alittle more cleaning and see if there is any thing on the reverse side.
