Looks really old fancy hand script.

X2-Pencil rub, or if that fails, could flour sprinkled on and wiped off, show more?

some people use whole milk, then let it settle

Looks like it says Larger Script R Shield On bottom in small script US NAVY

Was looking to see if any one could identify by the back what it went on.

The studs on the back sort of eliminates it for being a belt plate. There are some examples of shoulder plates that have two studs on the back, but not exactly like yours.

I don't think it is a box plate. Here is an example of a shoulder belt plate.
