Never found one of these before

Up on the St Lawrence River near Henderson Harbor, I looked around and found this tiny button with an eagle facing right as you look at it with 3 stars at the base, 10 stars on the back and not in any of the books (and then the "haversack buckle?", a belt buckle, rear is intact perfectly) and what I think is part of a jew's harp? I am kinda new to this but having a great time. Thanks Bob
