New York city on a piece of lead and weird brass sticks

Found one of the stick things a long time ago here, but couldn't figure it out and determined it was junk. But finding four today that all look exactly the same, now I'm really wondering wth it is. I'm thinking it has something to do with the civil war reenactments here.

The "New York City" lead strap, no idea... it may have had something written before it, Co or something? Other side is flat.

There was a sugar mill at this location too, if that helps somehow!

Aren't those primers for Civil War cannons? I can't really tell, but they look similar.
