Check out this link. Although your exact button is not on the page it is apparent that it is a Pennsylvania State Seal button of some sort. Could be worth some bucks by the looks.

wonder if the button is a replica-look at the backmark. It's just a little off for name Horstmann & Allien. Could be an unlisted variety.
