Nominate for Banner/Report Post

Is there any way to move the "Nominate for Banner" link in the upper right corner of a thread? The original had a link to "Report a Post" under the avatar of the poster. Also, the querystring parameter is set for Banner. There are other needs to report posts, and the reports shouldn't have to sit in a queue of banner nominations when timeliness is paramount to ensure a post is brought to the attention of moderators.
