Have seen surveyors nail metal tags into asphalt.So it could be a survey tag?

On the same subject.... I found a USGS survey brass-disc marker set into a long abandoned concrete railroad trestle support. The interesting thing that I found out later by looking at an old USGS topo map, is that they do show where these markers are. I forgot what the map symbol is, but should be easy to spot them.

I would agree with the survey tag answer; but would add that in my former police officer days, we used similar tags nailed into the asphalt to establish measuring points for sketching/documenting traffic accident scenes.
