As fireman mentioned, I have seen this type of trim items on western saddles, bridles, belts, and even on leather motorcycle related items.

I am thinking along the same lines as Mike and bowinkles... it's likely saddle decoration Jarod.

I just had a closer look at your pic and maybe it's just the verdigris, but it looks like there may be some writing on it.
