NY Button? and "40" Coin made into Whizzer Toy

Need some help with ID on these two cool finds. I think this is NY button based on insignia, if someone could confirm. It's odd looking button, thick and appears like a bottle cap with the edges. The "40" coin (token?), about the size of a silver dollar - It has big 40 in middle with what appear to be flower petals around front...can't read the writing around edge, but at bottom below the 40 appears to be "4.R"...the back has a shield with wreath around it similar to wreath in a large cent...hard to tell what's in the shield, but there's a large circle and a small circle and a big design of some kind that goes inside and through both circles. Thanks for any ID.

Great find. I like those coins/tokens made into whizzer toys. Kids these days would look at them and throw them away ! They wouldnt realize how simple life was.
