The point is made of lead. The bristles seem natural (horse hair?).

Moe, the hook would have had the shank embedded in the lead with the hook end
or barb nestled in the horse hair.

Where does the hook go?

The shaft of the hook would be coming out of the bottom of the lead in the middle of the bucktail. The lead would have been painted too. Yours looks homemade. Is there any evicence of rust coming out of the bottom or around the top anywhere or is there a hole through the lead? Could be a sliding jig head used in trolling.
