I have dug a number of WWII items from the same site, but I'm not sure if it's related.

Maybe some kind of barrel cleaning device?

I think you gave up to easy.
I'm saying it's a antique screw driver and it's hollow inside and had another piece that screwed into the back.
If not hollow than I would say a metal scribe for metal layout work. Sheet metal.
