Does it make a silver sound, copper sound, or neither?

Hard to say I am not to familer with the different sounds is there something else that may help?

Does it stick to a magnet?

High tone or low tone sound when dropped Thud or tinkle sound

I would say more of a ting instead of a thud

it's a painted copper penny.

If you don't mind me asking what does that mean?

why are people suggesting a sound test or a magnet? Are there 1961 silver or steel pennies that I'm not aware of?

Someone took mercury from a thermometer and "plated" it. I used to do it in the 50's and 60's and would try to sell them to my classmates as rare and unusual coins to get their lunch money.
Now it is a Haz-mat problem to have mercury in school. But i assure you thjat is how it was changed.
