Odd spurs or garden tools?

Bought these today. Not sure what they are....to me they look like cowboy spur small pizza cutters.

Any ideas?

They look like spurs to me. But I am no expert.

I thought so too when I bought them....but spike going into boot is large...and back part really looked like pizza cutter. They are very small also. Kids or small foot.
