ok I give up, found at an 1800's house site

Found this a couple weeks ago at an 1800's house site and finally cleaned it up. Pleasantly surprised to find a rather ornate design. Appears to be either thin stamped brass or silver plated metal. Dimensions are as shown by ruler. looks like some sort of clasp or perhaps binding for a book or other household item. What do you think?? thanks for looking!

My first glance I'm thinking book also.
So chances are it's not.
