Just from a quick look, it appears to be from the Waldo Foundry out of Bridgeport, CT. The following site says they were in operation in the 1910's

Here is a pic from the same site showing their sterling mark.

Take a look at the very first mark. It looks like the one on your knife. Is there a chance that the other mark is HE and may stand for Heavy Electroplate?
